Ministry of Finance Carbon Scheme

By reducing its own greenhouse gas emissions and offsetting the remaining by purchasing emission reductions world-wide, Norway now aims at becoming carbon neutral by 2030. Norway intends to make full use of the carbon markets to secure effective and affordable reductions in greenhouse gas emissions, and contribute to the development of this market.

There is agreement in Norway that international emission trading will be an important instrument to reduce global greenhouse emissions. Norway intends to make full use of the carbon markets to secure effective and affordable reductions in greenhouse gas emissions, and contribute to the development of this market.

The Norwegian Government will acquire credits from Clean Development Mechanism (CDM) and Joint Implementation (JI) projects, acting through the Ministry of Finance. By doing business in the CDM, Norway will also give important contributions to growth and sustainable development in developing countries through the transfer of technology and significant financial resources.

Credits to be purchased have to meet stringent environmental qualities, and only quotas approved by the UN will be accepted. It is important that small developing countries directly reap the benefits of the efforts to reduce greenhouse gas emissions, and the Ministry of Finance is prepared to enter into binding contracts on projects which are at an early stage of the investment process, to encourage the development of projects in countries where few or no projects currently exist.
