Norway signs 8 million NOK agreement with UNECA on African Climate Policy Centre (ACPC)

07.12.2009 // On December 4th 2009, H.E Ambassador Jens Petter Kjemprud and ECA Executive Secretary Abdoulie Janneh signed an agreement where Norway committed approximately 16 million ETB towards the establishment of African Climate Policy Centre(ACPC) in ECA. The Centre is being established as a key element of the Climate Information for Development in Africa (ClimDev-Africa) programme with the African Union and the African Development as parners.

Climate variability and climate change pose urgent threats to sustainable development in Africa. Despite a low African share in terms of greenhouse gas emissions (3, 8 per cent), African countries are very vulnerable to the impacts of climate change, because of weaker resilience and the dependency of climate sensitive sectors like agriculture.

The Norwegian Government is regarding climate and environment issues as an integrated part of Norwegian development Policy. This further marks the strong Norwegian profile as an active supporter of Africa in connection with the climate negotiations, especially related to financing and climate-adaptation.

Africa has been in a weak position to take part in the climate-negotiations, there is not a lot of reliabel information available in terms of climate, and the countries have fallen short of integrating climate changes in their policies. ACPC combined with the ClimDev-Africa will cover key-needs in this context. The Norwegian support for the Centre will make it operative at a stage earlier than planned. The Centre will improve the capability of African countries to secure their interests in the climate negotiations process.
