Background
Climate change and environmental issues are key in Norway`s development and international cooperation agenda. Environment, climate adaptation and clean energy is one of the priority sectors of the Royal Norwegian Embassy in Addis Ababa.

Position
The Royal Norwegian Embassy in Addis Ababa is currently seeking a Program Officer for its Natural Resource Management/Environment and Food Security portfolio.

The program officer will be part of the Embassy’s Development Team and will report to the Development Counsellor. S/he will work within the field of natural resource management, food security and climate change. The program officer is expected to appraise project proposals, prepare contractual arrangements and will be responsible for the follow-up of agreements with partners including government entities, multilateral organizations and CSOs. In addition, the program officer is expected to produce analytical summaries from meetings and conferences, as well as to follow and report on developments in the areas of environment, climate change, natural resource management and food security. S/he must be prepared for possible adjustment of the project/program portfolio.

Required Knowledge, Skills and Abilities
1. Knowledge and practical experience in the areas of Sustainable Land Management (SLM) and climate change
2. Analytical skills in assessing policies, strategies, programs, documents and reports, as well as the ability to present concise and informative summaries
3. Ability and experience in managing collaborative works, co-operations, linkages/networks and partnerships.
4. Ability to closely follow international, Ethiopian and Norwegian developments in his/her area of work and informing Embassy staff on new developments
5. The ability to work independently and meet deadlines under demanding conditions
6. Readiness to take on new tasks and areas of responsibility, including assignements within other areas of the Embassy’s development portfolio, if and when required.
7. Good interpersonal skills and ability to work within a team consisting of both Ethiopian and Norwegian staff
8. Excellent knowledge of spoken and written English, good report writing-, presentation- and communication skills.
9. Computer literacy in Microsoft office including Word, Excel and Outlook.

Education and Experiences
1. Higher university degree in relevant discipline for the position.
2. At least five years of work experience in related field of agriculture, environment and natural resource management
3. Three years experience in project/program management and development cooperation

Salary
As per Embassy’s scale. Taxes and Provident Fund according to Government regulations.

Terms of Employment
Two years with possibilities of extension
