The TfP programme was initiated in 1995 by the Norwegian Government and is funded and coordinated by the Ministry of Foreign Affairs. The overall objective of the programme is to promote the non-military aspects of peacekeeping in Africa, and to build African capacity to plan and to carry out the police and civilian dimensions of peace operations mainly in Africa.
“The third phase of the programme is soon reaching its conclusion and the TfP has been instrumental in shaping policy and providing practical training for civilian peacekeeping personnel,” explains Elling Tjønneland who is tasked with evaluating the programme. The Senior Researcher from the Christian Michelsen Institute in Bergen, Oslo, is visiting Addis Ababa and the Headquarters of the African Union (AU) as the African Union Mission to Somalia (AMISOM) and the African Union – United Nations Hybrid Operation in Darfur (UNAMID) are among the peacekeeping missions which have benefited from the TfP.
Minister Counsellor Rolf Ree works with the TfP at the Royal Norwegian Embassy in Addis Ababa and notes that Norway is assisting the AU Peace Support Operations Division in recruiting an African expert who will be assigned to work on strengthening the civilian dimensions of the African Standby Force.
